The First District is located to the north of China City. Since each district is responsible for expanding its territory outward, the First District is not an old district. Like the Eighteenth District, it is situated at the northern border of China's territory.

However, unlike the Eighteenth District, many of the forces in the First District followed the first batch of the military in China to pioneer Ghost Star.
